Trim tab issue

Having an issue with my trim tab on a 07 Launch 20SSV. The tab works fine from say 50-100% but will not go down any further than the lower half of the trim gauge. Any ideas of where to start?

There not suppose to. The bow would dig in if the trim was able to go all the way down, but I thought the newer ones had a module to fake the gauge out having it move from one extreme to the other when the tab only moves a little. Did it do it before?

It always has, 6th year with the boat and it's definitely not typical. Always had full range on the gauge and I cannot get the bow down as much as I'd like.
