bilge cause batteries to short?

dumb question byt.. had a new bige pump installed they did not attach it to the hull.. got some water in the bilge it never pumped any watre out and it started floating in the bilge. the wires they ran to the bilge were wrapped with electrical tape.. boat had bateries run down. now even with a good battery all i get is click click.. are they related problems?

If the pump was on due to the float switch and it couldn't pump any water then you batteries wore down. If they didn't attach it to the boat then they probably didn't hook up the hose either. Either way they deserve a beat down.
