Window Vents

I have the side window vents on my 88 Mariah. How do they stay open? Am I missing something on the assembly or are they made just to crack open and then stay open due to the force of the wind from moving?

push out then turn the arm/knob 90*

isn't that Pull in and turn 90* to keep shut... to stay open, after you push it out, you can't twist the arm at 90*.. can you? I thought just the wind keep her open'd.
