Idle problems

I have a 2001 Supra Launch with a Gm 310 in it. I just recently redid the upholstery and had to disasemble the throttle to remove the piece of vinyl surronding it. My boat starts fine and idles normal after start up. It will run at idle speed no problem. The throttle responds like it should the problem is after accelerating when you return to neutral the engine will continue to run at full speed. The boat goes into to neutral but now idles extremely fast. I am assuming this is directly related to me messing with the trottle but I am not sure what to adjust. Any help would be awesome.

Could it be as easy as a missing return spring? Or the brass fitting on the throttle end of the cable is worn (I know mine was) and too sloppy to pull the throttle all the way back. Another possibility would be a snapped throttle cable - the cable will push the throttle forward, but not pull it back.
