Speedometer not working

My 08 launch speedometer will only go up to 18-19 mph, on both the analog and digital display. Just before I took my boat in to be winterized last fall, I was getting no reading for speed. The dealer said it was probably plugged with weeds and that they would check it out. I took my boat out this spring and now I only get 18 or 19 mph displaying. I know the boat is going much faster then the display. The ball wheel is turning freely. Any ideas on what might be going on here.

my first guess is that the speed transducer might be loose and rotated in the housing. you can check that just by looking. you might also have a broken paddle on the wheel also. check those first, if they are all good, pick up a new airmar transducer with water speed (if i remember right thats what yours should use). that should just be a plug and play deal.
