smart plate will only go down 3/4 of the way

I figured this would be a common problem but I could not find anything on this forum.

Could someone help me to trouble shoot my wakeplate problem. It goes up fine but only goes 3/4 down.

Wake plate will only extend a few degrees past horizontal, this making the bow heavy.
