Boat won't start

I have a 90 sunsport with a 351 motor when I go to start the boat it just clicks. I have voltage and I've even tried a new starter and it still does the same thing. how do you test the neutral switch?

My guess is its the starter relay if you have had the starter tested and checked the cables and wire connections.

Start at the battery and clean every connection on both pos and neg cables. If that dosnt fix it take a car jumper set and jump over the two large terminals on the starter relay . If it turns over then replace the relay.
