I ordered bungee cord straps to hold the boards in the Roswell racks on my 2006 24ssv. They came with two little clips and some shrink wrap. Has anyone installed them before? Not quite sure what to do. I can take some pics tomorrow. Shouldn't be to tough. Just not sure about the clips and shrink wrap.

It came with nothing on them. I have been using bungee cords.

First slide the heat shrink onto the bungee rope. Then loop the bungee rope through your tine, and then use the "hog" clip to pierce both ends of the bungee rope. Slide the heat shrink down and apply heat to cover the clip.

you can order 1/4 bungee cord on the web and restring it thru the webbing for far less than buying new ones from roswell.

I didn't have any webbing. Mine were completely gone when I picked up the boat.
Shouldn't have to pierce through the bungee cord, that will decrease their life. I just crimp the bungees really tight with the hog clips and shrink wrap them up. That's how they came from the factory.
I just replaced both of mine this season and haven't had any issues using that method.

Just to be clear here, you're supposed to loop the bungee through the rack and double it up in the shrink wrap and then heat the shrink wrap right?

Yes.
Step 1. Put heat shrink on bungee
Step 2. Run bungee through rack
Step 3. Pinch both bungees together with hog clips
Step 4. Push shrink wrap over the now crimped hog clips/bungee end
Step 5. Heat shrink wrap
Also, before you tighten everything up, make sure you put it on the correct way so the clip attaches to the rack correctly. When the clip is hanging from the rack, the hook should face the outside of the boat (when racks are in their normal position, not swiveled into the boat).

I won't be by my boat until the weekend, but I'd be happy to snap one at that time if you don't mind waiting.
This is the best I've got right now. Click on this to see the full size image and zoom in on my rack holding the surf board. That's how the bungees will attach to the bottom.

Then this is the view from the top:

Hope those illustrate how it goes.
