Yes, you also have a leak that needs to be repaired.

Definitely needs some work. Water will begin to delaminate the glass. You could apply sealant to get through the season, but the longer water permeates, the more severe the damage will get.

No idea what the repair would cost, but 1000 would be a bit extreme. Can you see the crack on the inside? First step would be to remove strut and take a proper look. Removing the strut is as easy as it looks, get someone to hold the bolts from the bottom and turn the nuts from the inside of the hull. You can support the shaft and prop with a rope strung from the rear cleats on each side and around the prop, and then the strut will just hang free.
