OK, my rudder is loose, what seals it?

The O rings. Are you taking in water?

Yes. I'm going to try to get it apart tonight. I assume it is two orings and grease? Also it turns hard to the right.

I had a different size O ring, but this should get you there. Are you taking your gas tank out?

I would like to avoid tank removal, but its looking like I'm going to have to slide it out. Is there some type of bushing in the port?

OK, got the rudder out. My tiller arm has a crack and its seal/bushing with flax packing and the port does not have a grease fitting. Is this common?
