Ballast pump not pumping water?

I have a Jabsco Ballast pump and when I hit the fill switch it makes a noise like it's pumping but no water comes into the ballast?
My second pump for my front ballast works fine but the back one doesn't.
Any thoughts what might be going on?

Burned up impeller. I bet if you put your hand on it, it will be hot. Usually the Jabsco pumps are easy self priming. How long has it been since you replaced the impeller?
