why would the mounts have holes for bolts but no bolts?

Your stringers sound rotten , bolts prob just fell out due to nothing to grab on

My 86 came with only three bolts in each bracket from the factory. At the start of my second season I realized the factory had left out one of the bottom bolts the bolt they did install was crooked and stripped . I made the dealer pull the motor glue plugs in the holes and install new bolts.

Sounds like a skidim question but I think sometime in the late 80's or early nineties the bottom horizontal bolts were found to be unnecessary.
