both bilge pumps not working and cant find fuse box

Good morning.
Summerizing my 1987 Sunsport and noticed both bilge pumps not engaging when switches are turned on. Figured it was probably blown fuses but when I looked under the instrument panel, there was not fuse box I could find! Anywhere.

I cant find any reference to a fuse box. Maybe they are all inline fuses but I havent gotten that far. Before I go down a rabbit hole, I thought I would enlist the advice of you experts.

Thank you Michael. You saved me a lot of time. I just find that its odd both decided not to work at the same time. I'll investigate the wiring and see if they are getting power.
