Not a mechanic but if that surging were to take place in my vehicle while under load ( as you do when throttling up) my immediate thoughts go to the fuel system and the fuel pump on the verge of failing. I am sure you have changed your fuel filter lately as part of your regular maintenance.

it is hard to tell exactly what is going on. If it starts and idles fine and runs fine at higher rpms once the secondaries are it open my guess would be the accelerator pump. Sometimes on a boat it will get stuck in the depressed position from corrosion. Check to make sure it is riding on the cam properly.
