Supra Sunsport won't run at anything over 1200 rpm

More like 2000 rpm. Can someone help me diagnose? I have a boat that when launched would not run at idle, but did ok at speed. new plugs and wires over the winter. I checked the timing which was dead on. The vacume gauge reads a little low but steady on the carb. Over the course of an hour or so the engine got worse to the point where it wouldn't much run.

Any ideas where to poke? Fuel pump?
