2008 Sunsport ballast issue

The front ballast bag fills on its own and will not empty. The pump switch gets hot as well. Same thing for the right side rear bag. Is this a switch problem?

My ballast will fill while in motion as well. I have to use the shutoffs after emptying. Not sure why but I guess the water is forced into the scoop below and goes past the ballast pump impellers? I had an issue with the ballast pump wiring - loose connection at the switches as they are jammed in there against the side of the boat and came loose. Also had an issue with the impeller. Until I replaced the impeller, one of my pumps wouldn't work.
