Newbie to the forum; looking for some guidance on a bilge pump problem.

Had our 2004 Comp on the lift, not covered, during a huge rainstorm. Bilges pumping like crazy; next day noticed that I had to manually turn on both switches (Bilge 1 & Bilge 2) to get one of them to pump. Still worked automatically in the water. Started looking into this; found the bilge CB tripped (only one CB for two pumps???)... after resetting, now Bilge 1 works normally, but Bilge 2 won't pump -- and the indicator light on the switch is on all the time. Digging deeper, looks like Bilge 1 is in the engine area (forward of the pylon, from the sound of it?) while Bilge 2 is in the front-center ski locker (under a carpeted shelf). Had to bail out the ski locker to look under the shelf to see the pump. After bailing, the indicator turned out, so it appears the float switch in the pump is working.

Couple of questions...
1. Why did one of the bilge pumps still operate with the CB tripped?
2. How can I gain access to the forward (Bilge 2) pump for testing & possible replacement? Can't figure out how to remove the shelf; appears to be fastened somehow on the right side to the fiberglass structure under the floor. Don't want to start ripping the boat apart...
