I have tried to lift up the floorboard above the fuel tank but it won't come up. Is there a latch or something I'm missing?

You may have toook hard for them but there is a phillips head screw in each corner.

There are 4 stainless screws in each panel. The rear panel has one in each corner. The front panel has 3 in the corners and one screw if I remember right about 6-8 inches back from the corner at the front. And the panel are tight so give them a good pull watch out for the ballast hoses in the front when you re-install the floor (drivers side) the hoses get pinched.
