1986 sunsport rudder leak

Anytime I beach my boat or the rudder hits the bottom for whatever reason I get a leak. I check the rudder and greased it and to no avail. Their is no nut to tighten a seal. What do I do fix this? Is their a seal that I need to replace? I have never seen a configuration like this before. I am used to the old style with the nut that tightens the rope seal.

I will try to post a picture but it will be about a week since I am leaving for vacation tomorrow and am to busy packing to take out the back seat and take a picture.
