Rear Ballast Tank

I just bought a used 2002 Supra Launch. The rear ballast tank will not pump water in....it comes out great, it just does not want to pump water into the tank. I used a fake a lake at the shop and after removing a plug in a brass fitting that has a little flapper value inside and put the plug back in that part it started working. It filled it up, but when I took it to the lake today, you quest it, it would not fill the tank. I tried it moving, no luck tried it still no luck. I know the pump works, but it is like it has a air lock in the line and will not prime the pump.
