Is it carbureted or fuel injected? H.O. or Boss? ... If it is carbureted, it sounds like you either have a clogged mixture passage causing your primary vetury to drip rather than project a cone for correct atomization. It could be a float level problem causing a "flooding" symptom through the atmospheric vents... You might end up rebuilding the carb. The best way to check... just remove the flame arrestor and visually inspect the venturies while at idle(they should be dry) and at 1/4 throttle(should see two uniform "cones" of fuel spraying out)...

For fuel injection... either a stuck open injector pintel or torn fuel pressure regulator(a fuel pressure bleed down test will show an injector failure[initial fuel pressure should be 35-40 psi and hold for a while when the engine is off], removing the vacuum line from the regulator will show a failure if gas comes out of the vacuum line) Also, a map sensor that is reading flat will force the engine to run fat at certain rpm's. A tps reading out of range will also make an engine run too fat by making the ecm produce too high of a fuel curve.

you may have a clogged injector. Try gumout fuel injector cleaner or something similar. I always run it for the first two tanks to clean out the system from siting all winter.
