If the rudder is solid then it may be Linkage or stretched cable being the culprit.

Sounds like a stretched cable. Replace it! Jet

I recently had an experience with loose or vague steering. Turned out the ball joint in the bracket that attaches the transom end of the steering cable to the floor plate was excessively worn. This allowed too much movement in the cable end (pretty much lost all turn to port at speed - better at slow speed). A few pieces of plumber's strap made a temporary fix. I located a new bracket at Skidim & will get a new one over winter.
