Engine was bogging down while trailering.

I forgot to ask this before I winterized it but the last time I had my boat out I was trailering it and I was holding it on the trailer while they latch it but I notice it was bogging down under a load. I am guessing it was because I was not going anywhere?? This happend twice but when I ran it on the water it was fine... The motor is a fresh jasper rebuilt...

What year,engine,ignition and fuel system?

It's a 02 Launch with the assualt engine I'm guessing the small chevy engine.

Did it stall? Or did it just sound like it was bogging? It will sound diff under power sitting still on the trailer. If it runs fine on the water then its just because its not moving on the trailer
