Tight Steering & Tight Throttle

Last week I drove a friends 98 Mastercraft 205 and his steering and throttle is silky smooth. You can steer with your pinkey while at idle or at speed. My 88 Comp has fairly stiff steering and throttle. Does anyone have a solution for this?
