ballast option on 2001 Sunsport

I have a Sunsport 2001 which has the ballast tanks under the back seat but it does not have the ballast pump. How are is it to add and is it possible to do. WHat would it cost to have a dealer do it?

It also has a manual wake plate. What is the rule of thumb for bigger wakes and smaller wakes? I have never adjusted it. I assume that if you lower it you would get a bigger wake????
