I'm still a newb but why are my sacs taking on water when I don't engage the pumps? Boat is a 2008 22 SSV.

your sprinkler valves are open, check the switch on them , were the winterized? may be broke replace with high flow ones for faster fill times

I just bought it new. It's an 08 and had 1.1 hrs. on it. Can I manually shut off the sprinkler valve?

search sprinkler in here or on the moomba site , join it as there are many postings and a wealth of info.
you can shut the main intake ball valve off

There is a little black lever on the sprinkler valve. It's most likely in the 'on' position, and that will allow the ballast to fill on it's own while driving.
