600 CFM is a little big, its in the range for a highly modified, high performance 351. Is it a marine carb? You don't want to throw a street carb on a boat- too risky.

Holley recomends, and our boats came with the Holley model 4160, which is 450 cfm. http://www.holley.com/0-80364

I have a Holley 4150 600cfm on my Moomba. It is dual fuel inlet & vacuum secondaries. Jetting is 68 primaries and 73 secondaries. Thing runs great !!!

A 600 cfm is not to big for a 351. If it were me I would do a 650 double pump manual secondaries with dual metering plates. I have had 650 cfm carbs on 302's and 305's with no issues no bogging etc. If you know how to tune a holley you will do it once and your done. With a manual secondary the throttle response will be much more crisp
