Fat Sack not Filling

One of my rear sacks is not filling and cannot seem to locate the problem. Any suggestions would be greatly appreciated.

Blown fuse? (ours has 3 switches front, left rear and right rear).
Is the sprinkler valve plugged/working?
Hose kinked?
What if you disconnect the hose from the bag and turn it on briefly?
