I had a supra launch that looked almost identical to that.... It was an awesome boat and you will not regret it... It will hold value extremely well, and produce a fantastic wake for wake boarding...
You should be fine. Just change the water pump impeller and watch temps next time you have it in the water.

You can absolutely surf with a dd. Stay away from boats with low freeboard if you plan on adding some weight.

What boat are you putting carpet in. I just did carpet in mine and I just measured everything and cut it out a couple inches bigger and then trimmed it once it was in the boat.
I would atleast get fiberglass resin, the liquid stuff and paint a few coats on it. It will nearly completely waterproof it if you put it on thick enough.
