When I did a new carb on mine the idle screws were all teh way tight which allowed no fuel into the motor at that throtle setting. Had to open them up to get it to start/idle. Might be the problem.

Looks like a carb in there to me.

I had a similar issue and found the o ring on the fule filter was pinched. This would allow it to suck air rather than fuel at high rpm. Below 3 grand I was fine. Above it wouldn't really run at all.
