I use an 12v fuel pump.
His engine has a different style impeller pump.
Drain and refill.
Run it on a water hose and see if water comes out the exhaust.
You would want to pull it from the tank.
You will want to fill all the ballast and then you might have to just move the gate to were you get the best wave.
Take you take a fuel sample to check for water?
Is water circulating through the engine and coming out the exhaust?
Might want to change out that upper hose as it looks deteriorated.
Original part number is probably SSC13420 and the improved steering cable part number would be SSC15420.
My source shows a 20'.

If you have it before the impeller, it will be trying to suck water from the PSS and not push water to it.

Marine Tex is hard as rock. Will be more trouble to shape it and smooth it out.
