Can you post a picture or video of your wake? To answer your question, adjusting the plate properly should help flatten or tamp that down.

That is more to keep the transom down as most Comps do not have transom tie downs like other boats and trailers.
If you get it, first thing to do is ditch that stainless steel prop and get a proper CNC brass one on there instead.

Well this escalated quickly.
I replaced the rudder on my Comp beginning of the season as the seals were toast and you cannot get parts for it anymore. Ordered this and have had zero issues since install....
Wish I could say that this is a shock to me but alas, these older boats are getting harder to get parts for. I will stop in at my dealer tomorrow and see if they can reference the part for you.
