You could also add another bilge pump or replace the one you have with something like the Whale super sub pump that sits waaay closer to the bottom, uses a simple check-valve to make sure the water...
I would guess you need to burp the sac's. Happens all the time.
Either do this once in a while or if you, like me, get tired of doing that just add a vent-hose to each sac.

It normally stays on below 1000-1200 RPM and then turns off when speeding up.
