Could it be that they have the original drive-shaft connected to a marine transmission, prop shaft and prop? Could it be that the stock steering wheel is connected to a rudder?
More than likely, it's just a barge that needs to be towed. I don't know why they built it that way, but it's kind of neat!

That boat/truck is just around the corner from my house. It has no engine, trans or steering. The guy that lives there is always yelling at people going too close to his dock and wakeing his dock. Check out the sign on the dock. I pass by at least 200 times a year. I just treat that area like a no wake zone now i get a friendly wave instead of an angry fist.
