1989 comp steering issue

My steering is really stiff, I tore apart the back seat to grease the steering arm but that doesn't seem to be the issue. Any ideas?

most likely the cable.
disconnect the cable form the steering arm, try again. If it moves free, it's the rudder, most likely it will be stiff = cable.
