Default 1989 supra trailer (manufactured by SMP) specs

I inherited a new supra with original trailer. in order to get it inspected in CT I have to have a vin number (. i don't- sticker is very worn). So i have to re-vin it. in order to do that I need to know the specs for the trailer.
Does anyone know what the GW for the 1989 supra trailer is?
Do i need to have the boat on the trailer to inspect it?

Also, does the trailer need to have breaks because it does not. I took it to the landfill and it weighed 4160 with the boat which does not sound correct as the boat manual says it weighs 2350 lbs...
    Please help

What year, model is your boat?
Is your trailer a single or double axle.

    Your boat weighs 2350 lbs
Your trailer is approx 650 lbs
Your gas tank holds 21 u s gallons at 6.2 lbs per gallon
Unless you have other items stowed on your boat at weighing time I would sadly guess you have
Water log issues with the foam beneath your floor.
Approx 1000 lbs worth of water.
