I have one more thought, if all this electrical stuff has been done, and carb work... how about fuel supply? Like, has the boat been run on an independent small fuel tank right to the pump? This would eliminate a collapsed/collapsing fuel hose. A collapsing fuel hose would do exactly what you're describing: when the engine isn't pulling a lot of fuel, it's fine. Then you try and suck a lot through at once, i.e. under load, and it collapses. Then maybe it stays like that and won't allow the engine to restart, but eventually it shrinks/pops back into shape and lets fuel through again. This could all be happening internally on the fuel line, so, nothing to see.

    Just a thought.
