You were all over it Wylietunes, I was testing using direct to battery ground. My dedicated amp ground cable wasn't connected.

Thats why I framed the question like I did. Had a feeling your meter ground reference was not the amp terminal. Glad you found it. its amazing how many calls I field this time of year with batteries going beck in or being replaced, a rogue cable gets MIA and something doesnt power up.
