Default 2004 Supra Santera Swim Deck Transom Fasteners

A couple of #14 x 3" self-drilling screws came loose at the Swim Decks Transom Brackets.
I would like to reinstall them all, but the upper fasteners just spin.
Does anyone know if some of these fasteners are Machine Screws and nuts?
    The interior side isn't accessible.

All the upper tasters have nuts which are accessible. The two lower fasteners are self tapping screws which are not accessible without cutting into the floor. Bunch of write ups on this. I changed out my brackets for new style brackets and got rid of all the headaches associated with that set up.

    Thanks.
Are the new style transom brackets all bolted in?

How large of a hole did you cut open for access?

About a 2”x3” hole would suffice. I never had to open my floor up because I switched to the new style bracket and filled the holes in with resin. I went with a whole new swim platform as well but really that was overkill.
