Default Rear ballast not emptying - 2008 22SSV

New pump, fuse is good and hear it humming, but nothing drains. What could it be? It fills, but that's separate anyway.

Do you have the original ballast system in the boat? If so, there is a small Rule Pump on the back that drains on that manifold system. Assume that is what you changed? Sounds like you have power to the pump.
Could be an airlock or blockage in the line?
Do you have the line connected correctly? I think those smaller Rule Pumps are a one-way flow.
Take the drain line off the bag. Leave the pump hooked to power. See if the pump will move water by pouring water in the line and see if exits the boat.

If you have Reversible pumps - Could be a bad impeller? If so replace.
Impeller could be 'stuck'. Sometimes switching to fill or drain unfreezes it. Otherwise take off the brass cover and inspect the impeller.

If you are just getting your boat out for the season, it could be not priming. Try pouring some water in the exit lines helps.
