I have a 2002 Launch SL with the front and rear ballast system. I find that the wake is not rampy and is mushy. how can I fix it ? Or should I need extra fat sacks for my boat?

I have a 2002 Launch SL with the front and rear ballast system. I find that the wake is not rampy and is mushy. how can I fix it ? Or should I need extra fat sacks for my boat?
Have you tried all of the basics like...changing the wake plate adjustment or altering your line length and/or speed?
