Hull Identification Number

I'm not sure what I'm missing here.

My H.I.N. has 16 positions, yet I've learned that there should only be 12. It was licensed this way in Washington State, now in California they've alerted me that it should only be 12.

Mine starts out with seven letters, which I think could be part of the problem.

They are (HHLLXKB). Can anyone shed light on this?

Also, the letter that should be a month designator is "L". I don't know what month that could be.

"L" is the 12th letter and probably the 12th month, December.
