I think you have to replace the cable. I did mine last year. The mechanic said if you don't keep the cable as dry as possible, you will be replacing the cable more often than you want to. It was a full bore workout to turn my boat before I replaced it. It got worse and worse.
I think I paid 380 to have it replaced. I was told that there wasn't a way to salvage a dried out cable.
