2001 Launch SSV Steering

Had a lot of work doen to my 2001 SSV over the winter, including some glass work that required rudder removal. First time back in water, it's even harder to steer than it used to be. Now, it's always been a lot more difficult than other ski boats I have owned, but this seems worse than ever. Should I take it back or is there a simple test to see if the problem is in the cable or the rudder, etc. Thanks in advance, it has been a long winter and a trip to the shop will mean another couple of weeks! Also, any tips on improving the response appreciated.
