Wake plate

I am having problems with my wake plate. It will go up all the way but recently it will only go to 25% in the down position. It use to go down to the 75% mark on the gauge. In rough water it is quite useful and now it beats us to death. Any ideas. I checked the plate and there is no foreign items blocking it. Is there any place to add hyd-fluid?

if it's the same system as the 2002, the Bennett self contained electric/hydraulic unit is under the rear seat and can be accessed by taking the rear engine cover/plate. You will see a gage stuck to the side of the housing that shows where the fluid should be (sort of a visual dip stick).
