If you mainly take out your immediate family, the 21' will work fine. You need upgrade ballast bag system and a surf-gate to attach to the side of the boat. The 21 will surf fine with the proper weight. It's always been known as a great wakeboard boat too.
Per size - I would not buy anything smaller that a 22' or 24'. The 21' and 22' may appear to be only 1', but there is a difference. I would lean more to the 24, so you enough storage and room for peeps to move around w/o knocking too many knees.
The other area is how the cockpit is designed for seating.
