Looks to be sticking up about the thickness of the carpet. How about having the carpet wrap front to back instead of side to side?

Floor panel is a touch too big... Remove an 1/8" with the saw and try again. Or did you wrap the carpet under the panel ?? This might cause the elevation issue. Was it screwed in with the pics shown.

the routering will work, my old removable panel looked to 3/8' thick while the floor, I believe is 1/2", allowing the carpet to make up for the difference. I think routering would work best as it will allow you to continue to have the carpet wrap all the way around and not fray if only wrapped on the sides...just my .02
And we def don't have enough of pics if that thing is almost ready for water......

I dont have access to a router?? but wouldnt that thin out the panel and break a edge off If someone stood on top of it??

If you used plywood it should be plenty strong enough to stand on, even with a little rabbeted off the edges. You can stand the piece on end and run it through a table saw- just be careful and have a helper. Take just enough off that it still sits a little high, and as the wrapped carpet 'crushes' over time it should sit nice and flush.

ok so another option is buy a small 3/8"s panel and unfortunately start over, stubbing you toe on carpet really ain't that bad either, you might need a little some thing to do next winter too....
