Siphon is the way I always do it. I just did it last weekend on my boat to measure dry height in the water.

It took me about 5 minutes to get that sucker to line up and feed into it, just takes some tries. Look at how your fuel hose enters the tank. Try to bend the siphon hose to contour that shape.
